It may not be immediately obvious why you would want to add IDE (ATA) buses to a PowerMac that already has IDE, other than to add lots of hard disks, but the built in buses were limited to being able to address a maximum of 128GB on all Macs up to the 2002 Quicksilver G4 PowerMacs.
Early Quicksilvers, original G4 PowerMacs and blue & white PowerMac G3s can still be used very effectively as either workstations or servers of some description but the hard drive limit can become a problem.
